What We Do

Community Boards are at the forefront of the work we do in the community.  Much of the monthly meeting time is dedicated to reviewing and acting upon the work of the Board’s committees. It is at the committee level that the bulk of the Community Board’s work is done.

Queens Community Board 3 has 18 committees and they as required  – except during July and August.

Community Board Committee members are of two types: Board Members and Public Members. Board Members request committee assignments and are assigned to a Committee by the Board’s Chair. Public Members are local residents with an interest in the committee’s work who send a letter to the Board’s Chair requesting   to serve on the committee.

Business & Economic Development

The Committee works to encourage and support existing and future commercial businesses, understanding that one of the key elements of a thriving community is flourishing businesses and equal opportunity. The Committee works with developers, business improvement districts, merchant associations and government agencies to foster the creation and retention of small, locally based businesses by creating a business friendly environment in Queens Community Board 3.  Additionally, the Committee is tasked with reviewing and issuing recommendations on NY State Liquor Authority liquor license applications and the Department of Consumer Affairs Sidewalk Café, Nigh Clubs applications.

Capital & Expense Budgets

Capital & Expense Budgets

Community Boards are required to submit to the Mayor and City Council their Capital (projects) and Expense (programs and services) budget priorities for consideration in the formulation of the City’s budget.  CB3 assesses the needs of the community and regularly is consults with city agencies and elected officials regarding projects, programs and services that are needed within the district. While the Community Board submits budget priorities on behalf of the district for consideration, the final decision over which projects, programs and services get funded in the City’s budget is made by the Mayor and the City Council, with input from the Borough Presidents.

Education

Queens CB3’s Education Committee develops needs assessments, monitors education services, and advocates for the construction of school facilities and additional seating for our very overcrowded schools.

The Community Board’s highest priority is to provide a first-class education for our children. To accomplish that goal, we must first address overcrowding on all levels from elementary, intermediate to high school.

Overcrowding in our neighborhood schools has been a problem for many years. The utilization rate for P.S. 228 is 173%, P.S. 212 is 139% and P. S. 222 is 139%. Census projections indicate more overcrowding is on the horizon. While we have been fortunate to have classrooms added, along with a new elementary and intermediate school on the way; additional schools are still needed. We therefore will continue to advocate for more schools and keep education as our top priority.

Environment & Sanitation

Environment & Sanitation

The Environment & Sanitation Committee monitors sanitation services, street cleaning, waste disposal, vacant lot cleaning, noise and air pollution, sewer and catch basin maintenance, and sludge management.

The committee also  focuses  on restoring the Flushing Bay to a healthy condition. The bay suffers from two problems: silting, which is shrinking the bay, and an odor that emits during low tide. The silting is thought to originate from poor water flow caused by various landfills, and the odor from sewerage discharges and catch basins which discharge methane gas.

Health & Social Services

The Committee is charged with the responsibility of advocating for the overall better health of our community by addressing issues and concerns such as health threats and hazardous environmental conditions. This committee also supports efforts to improve service facilities, such as hospitals, clinics, group homes, homeless shelters and other treatment centers. The Committee is dedicated to developing and implementing strategies designed to improve the health and quality of life of residents in the Queens Community Board 3 district by providing information on the community health studies and preventative health measures that focus on overall sound physical and mental health practices.  Also, on a yearly basis the committee sponsors the Leon Von Holden Health Expo.

Land Use Review

Land Use Review

The Community Board routinely reviews applications that involve the acquisition, disposition and/or significant change of use of City-owned properties.  It hosts Public Hearings and sponsors open meetings to discuss and formulate recommendations on land use matters coming before it.  The Community Board is the first stage at which land use matters are formally reviewed in accordance with the City’s Uniform Land Use Review Procedure (ULURP).

In addition to matters pertaining to City property, the Community Board also reviews items related to private properties where owners are seek approval to use, develop or otherwise modify a property in a way that would not automatically be allowable under the property’s zoning designation.

The committee also shares information with the community about various cultural programs and events that are scheduled throughout the district and borough of Queens.

Traffic & Transportation

Traffic & Transportation

The Traffic & Transportation Committee assesses and advocates for safe mobility and transportation infrastructure in the Queens Community Board 3 district. Working with our partners at the City’s Department of Transportation (DOT) ( Open Streets, Side Walk Cafes, Street Lighting, Pot Holes), Metropolitan Transportation Authority (MTA) (Subway, LIRR Buses, Ferries) and other agencies, we address and evaluates the district’s transportation needs.

Additionally, the committee works with the agencies to resolve service or condition issues that have been brought to our attention.

Technology Advisory Committee

The Technology Advisory Committee oversees the Queens Community Board 3 Web site, social media channels (i.e., Facebook, Instagram and Twitter) and the ongoing advancement and upgrade of QCB3’s technology needs. The committee plays and advisory role in the ongoing day-to-day internet communications of important Board meetings, community events, public hearings and announcements.
